How to Get an Oregon Insurance License
Step 1: Complete Pre-Licensing Education
Oregon requires applicants to complete 20 hours of approved pre-licensing education per line of authority (for example, 20 hours for Life, 20 hours for Health, or 40 hours for combined Life and Health). You must pass a certification exam from your course provider to receive a Certificate of Completion, which remains valid for one year.
Step 2: Pass the State Licensing Exam
Oregon insurance licensing examinations are administered by PSI Services LLC. The examination tests national insurance principles alongside state specific regulations. A passing score of 70 percent is required. You can take the exam at a physical PSI testing center or via remote online proctoring.
Step 3: Complete Fingerprinting and Background Check
Resident applicants must complete digital fingerprinting for state and FBI criminal background clearance. You can complete this at a PSI testing location on the day of your exam or schedule an appointment through Fieldprint. The fingerprinting fee is $61.25.
Step 4: Submit Application via NIPR
Submit your official producer application online via NIPR. The initial state application fee is $105 (plus NIPR processing fees). The Oregon Division of Financial Regulation (DFR) generally processes clean applications quickly once PSI exam scores and background clearances are received.
In Oregon, all lines of authority are placed on a single license. If you apply for a second line before your first application is officially issued, the system will reject it. Apply for all desired lines at the same time or wait for the initial license issuance before adding more.
Oregon License Renewal and CE Requirements
Oregon individual producer licenses renew every two years, expiring on the last day of your birth month. If you were born in an even numbered year, your license renews in even numbered years. Odd numbered birth years renew in odd numbered years.
Standard Renewal Guidelines
- State Renewal Fee: $60 for on time renewals; $120 for late renewals.

Strict Continuing Education Rules
Oregon enforces very specific CE requirements that routinely catch new producers off guard:
- Oregon Law and Ethics: Within your 24 hours, you must complete exactly 3 hours of professional ethics and a separate 3 hours of Oregon Law. Bundled courses must explicitly state they cover both categories.
- Daily Credit Cap: The Oregon DFR limits CE credit to a maximum of 8 hours in a single calendar day. You cannot legally cram 24 hours of coursework into a single weekend.
- No Carryover: Oregon does not allow excess CE credit hours to be carried over to the next renewal period.
Oregon Agency Entity Licensing
Corporations, LLCs, and partnerships operating as insurance agencies in Oregon must maintain a business entity license in addition to individual agent credentials.
